  17. <p>    Our only sin was that of trying to give the Nicaraguan
  18. people all that they deserve, at the same time we were fighting a
  19. war against U.S. aggression." With those words of justification
  20. for Nicaragua's shattered economy, President Daniel Ortega last
  21. week imposed a drastic austerity program that will slash the
  22. national budget by almost half and lay off nearly 35,000 public
  23. employees, including 10,000 army personnel and 13,000 members
  24. of the security police. The measures are aimed at stimulating
  25. production, almost at a standstill, and exports, which have been
  26. cut nearly in half by the war. The program also targets
  27. Nicaragua's towering rate of inflation, which reached an almost
  28. unimaginable 22,000% last year.

  30. <p>    Washington greeted the news as the inevitable result of
  31. Managua's social and military policies, but hinted it might be
  32. willing to negotiate with Ortega at a future date. Opposition
  33. leaders, for their part, were disappointed by the government's
  34. failure to address political issues that would guarantee
  35. democratic reforms. The Sandinistas, Insisting that their
  36. adoption of traditional economics implied no shift from
  37. revolutionary politics, are betting that their harsh measures
  38. can bring long-term economic viability to their regime.
